TBH, previewing the layout before you've submitted it for review doesn't usually work - I believe it's a CB bug. Your best bet is to simply submit the layout; you'll get the option to preview and edit it as it awaits review by a moderator ;)

I need a little bit of help finding out how to submit a layout.
I went through the submit thing but when I went to preview it, nothing was showing up.
